Limited Examination and Appointment Program (LEAP)
The Limited Examination and Appointment Program (LEAP) is an alternate examination and appointment process for the recruitment and hiring of individuals with disabilities into State service. State Departments can utilize LEAP when filling vacant positions.
How to Get Certified for the LEAP Program
LEAP Eligibility Criteria
In order to qualify for LEAP certification, an individual must meet the following California Fair Employment and Housing Act (FEHA) criteria:
Has a physical or mental impairment or medical condition that limits one or more major life activities;
Has a record or history of such impairment or medical condition; or
Is regarded as having such an impairment or medical condition.
Proof of Disability
A LEAP applicant who is not a DOR consumer must provide verification of the disability, sufficient to determine that the LEAP eligibility criteria have been met. The verification can include any of the following:
A doctor's letter written on the medical professional's letterhead;
An obvious impairment (e.g., loss of a limb);
A recent copy of a Social Security Administration (SSA) award or continuation letter that the individual is receiving Supplemental Security Income/Social Security Disability Insurance (SSI/SSDI) benefits due to his own disability;
A recent copy of a Benefits Planning Query Report (BPQY) from SSA.

To obtain a LEAP Certificate, contact a local Department of Rehabilitation Field Office
In an ongoing effort to protect each individual's personal confidential information, LEAP applicants should take their proof of disability to the DOR office and/or meeting with the rehabilitation counselor and are not required to mail the information. No additional forms or packets are required to be completed by the individual to be certified for LEAP.
The Rehabilitation Counselor will review the documentation, certify and print the form.
After printing, both the DOR rehabilitation counselor and the LEAP eligible individual sign the DR 10 in blue ink.
DOR staff provide a copy of the signed DR 10 to the LEAP eligible individual, including page 2 of the form.
DOR staff stamp the original with the DOR office date stamp, place in an envelope stamped with the DOR office's return address, and mail the original DR 10 to the following address:

After the DR 10 (LEAP Certification) has been received by the California Department of Human Resources and entered into their database. The certified individual may find an open LEAP exam and apply.
