NOTICE OF PROPOSED REDESIGNATION
DEPARTMENT OF REHABILITATION CLIENT ASSISTANCE PROGRAM - NOTICE OF PROPOSED REDESIGNATION NOTICE OF PUBLIC HEARING RE PROPOSED REDESIGNATION
The Department of Rehabilitation ("Department"), the agency designated by the Governor of the State of California to operate a client assistance program pursuant to the Rehabilitation Act of 1973, as amended ("Act"), hereby provides notice of its intention to redesignate the entities who will provide such client assistance program services. This notice of proposed redesignation and notice of public hearing is provided pursuant to 34 Code of Federal Regulations Section 370.11.
The Act requires that the Department operate a client assistance program to provide advocacy and assistance to clients and applicants concerning services provided under the Act. 29 USC Section 732.
The goal of the client assistance program is to: (a) provide advice and information to clients and applicants of all services available to them through programs authorized under the Act; (b) assist and advocate for clients and applicants in their relationships with programs and providers of services under the Act; and (c) inform individuals within the State, especially individuals who have traditionally been underserved or unserved by vocational rehabilitation services, of the services and benefits available under the Act and Title I of the Americans with Disabilities Act.
The Department administers its Client Assistance Program ("CAP") under the direction of the CAP Administrator. The Department contracts with nonprofit agencies to provide CAP services within nine geographic service areas. The Department selects the providers within each service area through a competitive bidding process pursuant to the California Public Contract Code.
In the competitive bidding process just completed, the service providers who are currently providing CAP services within two of the nine service areas competed for the award but were not selected as the successful bidders within the areas. The Department proposes to award the contract to provide CAP services to the successful bidders in these two service areas.
The current CAP service provider in Service Area 7 (consisting of the Department's Orange/San Gabriel and Southern Coastal Districts with offices in Long Beach, Anaheim, Industry, Whittier, Fullerton, Covina, Santa Ana, El Monte, Norwalk, Huntington Beach, Laguna Hills and Rancho is the Dale McIntosh Center, located in Anaheim, California. The Department proposes to award the contract to provide CAP services for Area 7 to Southern California Rehabilitation Services, located in Downey, California effective October 1, 1999.
The current CAP service provider in Service Area 8 ( consisting of the Department's Riverside and San Bernardino Districts with offices in Riverside, San Bernardino, Corona, Hemet, Indio, El Centro, Blythe, Yucca Valley, Upland, Victorville, Fontana, Ridgecrest, La Verne and Lancaster) is the Easter Seals Society of the Inland Counties, located in San Bernardino, California. The Department proposes to award the contract to provide CAP services for Area 8 to the Community Access Center, located in Riverside, California effective October 1, 1999.
The Department believes that good cause exists for the redesignation of the two affected service providers based upon the fact that other bidders were selected through the competitive bidding process.
If the current providers in Areas 7 and 8, Dayle McIntosh Center and Easter Seal Society of the Inland Counties, wish to respond to the proposed redesignation, they must do so by submitting a written response within 30 days from receipt of this Notice. The response must be submitted to:

Any interested party wishing to provide oral comments on the proposed designation may do so at the public hearing.
Members of the public, the State Rehabilitation Advisory Council and the State Independent Living Council may also submit written comments regarding the proposed designation within the next 30 days (by August 25, 1999) to:
